Principal Illness Navigation Consent

I am a navigation supervisor and we are working on a go-live for principal illness navigation billing. We tried to get our physicians to consent patients but have had a lot of difficulty and pushback on this so we are leaning towards our nurse navigators and social workers consenting patients. This has raised an ethical dilemma with a lot of staff, feeling uncomfortable talking about billing for their own services with patients. Is anyone else having their navigators/social workers consent their own patients for these services? If so, how is it going? Would love to connect with someone with some experience on this.
